Informal gatherings - When do they breach the open meeting requirements of the Municipal Act?

With the exception of certain listed circumstances when in camera meetings are permitted, the Ontario Municipal Act1 (the Act) clearly mandates that meetings of municipal councils and local boards, as well as their committees and subcommittees, must be open to the public.2 What is less clear is when an “informal gathering” of the members of such bodies crosses the threshold to formal meeting, thus triggering the open meeting requirements of the Act.
