Performance measurement is becoming a “hot topic” in the public sector as governments try to improve the services they provide as well as the cost effectiveness of service delivery. Unfortunately, many elected or appointed officials have some rather disturbing ideas about how performance measures should be used. They see performance measurement strictly as a method of controlling the public service and use the measures at their disposal to threaten or intimidate both managers and employees.
