The amalgamation of Toronto: some of the lessons learned - Part 1
Through the City of Toronto Act 1997, seven municipalities amalgamated to create the new City of Toronto on January 1, 1998. This made Toronto the fifth largest city in North America. Many lessons can be learned from this experience. This article focuses on transition planning activities that took place prior to formal amalgamation and highlights some conclusions in terms of future transition planning. A follow-up article next month will highlight lessons learned post-amalgamation.
