Public inquiries at both the municipal and federal level have highlighted the need to conduct procurement processes in a manner that is publicly defendable. Within this context, Ontario’s Ministry of Municipal Affairs and Housing required municipalities to have procurement policies in place by January 2005 that address:
- how the integrity of each procurement process will be maintained;
- how the interests of the municipality (or local board), the public, and persons participating in a procurement
