Municipalities in Canada face many issues. Prime among them is the cost of operations. Costs continue to rise, both because of increasing costs of inputs and because of the rising expectations of residents and taxpayers. At the same time, councillors expect higher performance and are not sympathetic to ever-increasing staffing levels. All of this puts municipalities and municipal administrators in a straitjacket of competing pressures.
