City of Windsor takes positive action to improve welfare of cats and dogs

Animal welfare is not frequently on municipal agendas. In recent times, however, the City of Windsor, Ontario took specific actions for the welfare of both cats and dogs, which have been well received by the public.
Voucher System to Help Control Cat Population
In 2010, it was estimated that some 60,000 feral cats were roaming the streets of Windsor, undernourished, disease ridden, and vulnerable to automobiles. An average of 4,000 cats per year were being
