Reporting to the Director, Engineering, the Water Resources Engineer – Flood Management will revise, update, document and track the Conservation Authority’s hydrologic and hydraulic watershed models. You will also provide technical support to Conservation Authority staff in the application of regulatory floodplain mapping information and use of the hazard mapping system. You will coordinate supporting information necessary to implement floodplain mapping updates (i.e. LIDAR and survey data) and complete technical review of engineering reports and plans in support of floodplain mapping updates and development proposals to ensure compliance with applicable guidelines and legislation. With your peers you will also operate and support the Conservation Authority flood forecasting and warning system.

What you will do

  • Determine flood elevations applicable on specific properties based on regulatory mapping. In some instances, this may require the creation of a new estimated hydraulic model and the compilation/application of existing hydrology/hydraulic studies and models.
  • Conduct detailed technical reviews of Engineering Submissions, SWM reports, Master Drainage Plans, hydrologic/hydraulic models and engineering drawings in support of development to ensure compliance with legislation/practices and guidelines.
  • Revise, update, calibrate, document and track watershed hydraulic and hydrologic models in support of Conservation Authority floodplain mapping systems.
  • Monitor and analyze flood data in flood-prone areas, including identification, collection and tracking.
  • Develop new hydrologic and hydraulic models to support implementation of floodplain mapping system.
  • Conduct pre-consultations to discuss development criteria/constraints, review status, information requests or review comments.
  • Provide support to partner municipalities regarding policy updates, implementation and interpretation.
  • Represent the Conservation Authority by advising engineering consultants, developers and Municipalities on development proposals requirements.
  • Support the Director, Engineering with or lead special flood related projects such as National Disaster Mitigation Program, Shoreline hazard Updates, as needed.
  • Conduct snow depth and moisture content surveys to support the flood forecasting model and report the findings to the province.
  • On a rotational basis, act as flood duty officer responsible for monitoring and recording watershed and weather conditions and updating the flood forecast model.
  • Analyze water levels and issue flood bulletins to provide warnings of anticipated or actual flood conditions in support of the emergency response system.

What you offer

  • A B.Sc. in engineering with focus on civil, environmental, water resources or related field.
  • Professional Engineering License (P.Eng.).
  • Minimum 8 years of related experience.
  • Strong analytical and mathematical skills.
  • Excellent interpersonal, organizational, time management, leadership, and financial skills.
  • Strong verbal and written communication skills and high level of accuracy and attention to detail.
  • Experience with floodplain mapping and risk assessments.
  • Understanding of stormwater management site design practices, LIDs/BMPs for better site design is an asset.
  • Familiar with snow survey measurement devices and topographic survey equipment.
  • Proficient with Microsoft Office applications (Excel, Word, PowerPoint and Outlook), ArcMap ESRI software suite including HECGeoRas and 3D Spatial Analyst, Visual Otthymo software suite (hydrologic/hydraulic programs), HEC-RAS, HEC2, PCSWMM and PCSWMM RealTime, EPA SWMM5, HY8, and DWG Trueview.
  • Experience with GIS, including application and datasets manipulation and management.
  • Knowledge of the Conservation Authorities Act, Lake Simcoe Protection Act, MNRF Technical Guidelines, and MECP SWM Design Manual.
  • A valid G class driver’s license.

Hours of Work

35-hour work week, Monday to Friday, 8:30 a.m. to 4:30 p.m.
