The Corporation of the City of North Bay is inviting applications for the position of Tax and Water Specialist. Reporting to the Manager of Tax and Water, the Tax and Water Specialist is responsible for coordinating and supporting all tax and water billing and collection processes; overseeing timely reconciliation and reporting activities related to tax and water; supporting the annual budget process and corresponding variance reporting through the calculation of water and wastewater rates, tax rates and ratios; updating Tax and Water by-laws; preparing Reports to Council; and manages and administers the Municipal Accommodation Tax (MAT) program

Key Accountabilities:
- Coordinate and support all tax and water billing and collection processes
- Support the preparation on the annual operating budget and ongoing variance reporting as they related to tax and water revenues
- Oversee and support the timely reconciliation and reporting activities related to tax and water
- Administer the Municipal Accommodation Tax (MAT) agreements and processes
- Assist with research and policy and procedure development and special projects
Key Competencies:
- University Degree in Business Administration, Commerce, Economics or Finance with a focus on accounting.
- Minimum of 4 years experience in a similar role.
- Demonstrated thorough knowledge, understanding and experience working with an integrated computerized accounting system.
- Knowledge of Generally Accepted Accounting Principles and Public Sector Accounting as they relate to revenue recognition.
- Experience with Municipal Connect and OPTA (Online Property Tax Analysis) tool.
- Knowledge and experience with interpreting legislation, by-laws and policies pertaining to assessment and taxation.
- Experience in a municipal finance environment with knowledge of municipal water and wastewater billing and collection practices; and property taxation principles and practices.
- Demonstrated ability to exercise discretion and good judgement particularly when handling highly confidential/sensitive information.
- Ability to prioritize work under pressure to meet deadlines and work in a team environment.
- Ability to work in a fast-paced work environment, with multiple projects concurrently, with priorities often shifting.
- Highly motivated team player, with strong technical and analytical skills.
- Excellent computer skills and experience with Microsoft 365 including advanced Excel applications (i.e. pivot tables, sumifs, vlookups, etc.) as well as third party report writers and presentation applications.
- Strong written and verbal communication skills with the ability to communicate concisely and effectively with stakeholders.
- Excellent problem solving and conflict resolution skills.
- A willingness and ability to learn and apply new technology
The following will be considered as assets:
- Understanding of the provisions under the Municipal Act and Tax Sale Rules/Regulations.
- Completion of Municipal Tax Administration Program (MTAP).
- General understanding of Zoning By-laws, Official Plan, Planning Act and Planning Processes.
- Advanced knowledge of water department operations and regulations including the calculation of water rates.
Hours of work: 8:30 a.m. to 4:30 p.m. Monday to Friday (35 hours/week)

The 2024 annual salary range for this position is $63,938 – $79,900 (to be reviewed through the job evaluation process).
