Considering that flooding is currently Canada’s costliest natural disaster, this report provides a holistic picture of how provincial and territorial governments self-assessed their flood readiness efforts relative to the four pillars of emergency management: mitigation, preparedness, response, and recovery.

Climate change effects include increases in the frequency and intensity of hazards such as floods, wildfires, droughts, extreme temperatures, extreme wind, melting permafrost, coastal erosion, and damage to seasonal ice roads. These hazards pose significant risks
