Ontario arguably has the strongest laws in Canada to protect our heritage. Both municipal councils and the Minister of Culture can say no to demolition of identified heritage property. But, the Achilles’ heel of the law is that it is enabling, but not required. Neither level of government is required to use those powers. Not municipalities, not the Minister of Culture.
