In 1998, Ontario legislation required the municipalities in the former Metropolitan Toronto to amalgamate, including their respective electricity distribution utilities. The new Toronto Hydro, solely owned by the City of Toronto, became the single largest municipal utility in Canada, and second largest in North America.
