Thomas Plant

Thomas E. Plant, MBA, MPA has been working for various municipal governments over the past ten years, with roles consulting in strategic planning and management. He has graduate degrees in both public and business administration, and his work in the municipal sector includes expertise in strategic planning, performance measurement and change management. Through his implementation experience, Thomas has developed greater insight into the need for a close integration between people and business processes, and the establishment of mechanisms that ensure organizational accountability.

Thomas recently led a group of industry and academic experts to investigate best practices in performance measurement/management in North American municipal governments. That research was published by the Institute of Public Administration of Canada in November 2005.

His work has been profiled in publications such as Municipal World, Performance Improvement, Municipal Monitor, Public Sector Management and Public Management.
