Meet Denis Chamberland – in the Procurement Zone

Denis Chamberland is a commercial lawyer with almost 20 years of experience dealing with commercial issues related to municipal procurement, such as public works projects, including water and wastewater, solid waste collection and recycling, and design-build-operate project for organic waste processing plants, among others. He also advises on the public procurement of goods and services, drafts RFPs and other competitive documents, develops procurement by-laws and he provides strategic advice on a variety of legal, regulatory and public policy issues, such as municipal conflicts of interest, lobbying, codes of conduct. Denis works well with municipally elected officials on the larger and/or complex procurement projects.

Denis is a member of the Steering Group of the Procurement Committee of the American Bar Association. As a former Canadian General Counsel to one of the world’s largest consulting organizations, he understands the internal priorities of clients, who recognize his pragmatic and creative problem-solving approach to legal and business issues. He is recognized in Chambers Global: The World's Leading Lawyers for Business 2009 in the Public Procurement category and in Who’s Who Legal – The International Who’s Who of Public Procurement Lawyers. Denis has published over 190 articles on procurement and other related topics in such publications as Municipal World, The Digest of Municipal & Planning Law, Municipal Liability Risk Management, International Lawyer, and Purchasing b2b. He is a frequent speaker at professional, industry and continuing legal education conferences and seminars.
