Description:
Reporting to the Branch Manager of Corporate Business Strategy and Performance Planning, this position will be responsible for:

  • Providing professional and strategic advice and guidance to City Departments to ensure the consistent implementation of the Corporate Business Planning process which will drive organizational decision making and activities
  • Supporting Department General Managers in identifying and meeting corporate requirements for planning, resource allocation, performance measurement and reporting
  • Facilitating the development of comprehensive business plans that respect long term planning direction that is align with Council Strategy
  • Developing approaches to understanding and addressing unique departmental or cross-departmental operational/planning challenges
  • Guiding the development and refinement of Department performance measurements including resource allocation, financial, operational, citizen and growth
  • Guiding other planning activities and policy reviews to ensure strategic alignment with the Corporation
  • Ensuring policy and resulting civic operations are strongly aligned with Council Strategies and Outcomes

Job Requirements:

  • Masters degree in Business, Public Administration, or equivalent, accompanied by five (5) years of direct and progressively responsible experience in a similar setting
  • Thorough knowledge and demonstrated results in the effective application of best-practice strategic planning approaches and processes
  • Thorough knowledge and understanding of municipal finance, financial planning and budgeting
  • Proven ability to think strategically and work effectively in an ambiguous, dynamic and demanding day-to-day environment prone to ongoing and emergent issues management
  • Strong political acumen to grasp and effectively respond to political conditions
  • Demonstrate sound judgment and interpersonal skills in influencing decisions by City Council, the City Manager and Senior Management
  • Exhibited ability to facilitate various stakeholders to reach alignment and consensus on strategic initiatives that support and contribute to organizational vision, outcomes and priorities
  • Ability to interact and communicate effectively with all levels of the civic administration for purposes of developing an executable business plan

Hours of Work: 36.9 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range: 106: $67,311 - $96,159 (Annually).
