A Municipal Code is a compendium of the most active by-laws of the municipality arranged into chapters, articles, sections, subsections, paragraphs, table of contents and index. The by-laws are edited and revised, where necessary, to harmonize contents, correct omissions and generally to clarify and provide a comprehensive body of law designed to fully regulate the subjects to which they relate.
Prior to 1987, Municipal Codes were published only by American firms (three contracts signed in Ontario). In that year, Municipal World contracted to produce the City of Kitchener Municipal Code based on American practice. Following indepth research, and with the consent of the municipality, the contract was modified to permit the development of a Canadian Municipal Code® that materially varied the previous style and practice; and also provided for an electronic version.
Since that time, 20 Municipal Code contracts awarded in Canada have been awarded to Municipal World.

In Ontario, the authority for the enactment of a comprehensive by-law known as a Municipal Code is contained in the Municipal Act, 2001, c. 25, s. 248.
Other provincial authorities, such as Alberta's Municipal Government Act, Statutes of Alberta, 1994, c. M-26-1, Division 7, ss. 63 to 69, also recognize this vital access to the local legislative information process.
