Nancy Duxbury, PhD is the Executive Director of the Centre of Expertise on Culture and Communities, a three-year research project on cultural infrastructure in Canadian cities and communities, and an Adjunct Professor in the School of Communication, Simon Fraser University. She is a member of Metro Vancouver's Regional Culture Committee, and a former member of Statistics Canada's National Advisory Committee on Culture Statistics and the Canadian Cultural Observatory’s Advisory Council.

She was a co-founder and Director of Research of the Creative City Network of Canada, a national non-profit organization that operates as a knowledge-sharing and professional development resource in the field of municipal cultural policy, planning, and practice. Prior to this, she was Cultural Planning Analyst at the City of Vancouver's Office of Cultural Affairs, and also served as Assistant Editor of the Canadian Journal of Communication.

She holds a doctorate in communication and a master's in publishing from Simon Fraser University, and has published nationally and internationally. Her research has focused on the involvement of municipalities in cultural development, cultural indicators, cultural infrastructure, culture and sustainability, cultural policy, and Canadian book publishing.
