M. Rick O'Connor, C.M.O., B.A., M.A., LL.B, became a solicitor with the former Region of Ottawa-Carleton where he practised in the areas of municipal, labour and employment law, and administrative litigation since his 1989 call to the Bar in Ontario. With the amalgamation of the City of Ottawa in 2001, he became the Deputy City Clerk while retaining the title of Legal Counsel. In 2005, Rick successfully achieved his Certified Municipal Officer designation through the Association of Municipal Managers, Clerks and Treasurers of Ontario and was the proud recipient of the association’s 2006 Prestige Award, an honour that recognized his commitment to the association’s ideals and his contribution to the profession. That year also saw Rick appointed City Solicitor while continuing to be the General Editor of the national newsletter, Municipal Liability Risk Management.
George H. Rust-D'Eye, B.A., LL.M, Certified Specialist in Municipal Law (Local Government and Land Use Planning and Development) and Fellow, IMLA, provides legal assistance to municipalities and other governmental institutions, as well as private sector clients. His areas of expertise include municipal procedure, drafting by-laws, validity of by-laws, public-private partnerships, licensing, policing, freedom of information, employment law, elections, and adult entertainment. George is also a litigator who has argued many cases in all levels of courts and administrative tribunals. He has written many papers and articles in the areas of municipal law, including a significant body of material relating to licensing and regulation, heritage law and practice, conflict of interest, municipal contract and employment law, municipal liability issues, regional planning, and freedom of information.
